MATS-Related Research Recognized as a Wiley Top Viewed Article for 2025

The H2020 MATS project is proud to announce that the scientific article entitled “Carbon border adjustments or climate clubs: Impacts on African agricultural sectors under different cooperative scenarios” has been recognized as a Wiley Top Viewed Article for 2025 in The World Economy journal.

The distinction was awarded to lead author Valeria Costantini and co-authors in recognition of the article’s exceptional readership and scientific impact among papers published in The World Economy during 2024.

The paper explores how different international climate policy mechanisms — including carbon border adjustment measures and climate clubs — may affect African agricultural sectors under varying cooperation scenarios. The findings contribute to ongoing discussions on sustainable trade, climate governance, and equitable transitions for developing economies, themes that strongly align with the objectives of the MATS project.

This recognition highlights the growing international interest in research addressing the intersection of climate policy, trade, and sustainability, while also underlining the scientific excellence fostered within the MATS consortium.

Final report from the MATS Project Final Conference (November 19-20, 2024)

The MATS Project Final Conference was held on November 19-20, 2024, at the conference facilities of the European Economic and Social Committee (EESC). Five sessions with different MATS-themes were carried out during the two-day conference, including 1) Social and Human Rights Considerations for Sustainable Agricultural Trade, 2) Economy & Markets Perspective, 3) Modelling Techniques for Assessing Linkages between Trade Regimes, Market Dynamics, and Sustainability, 4)
Governance, Trade Regimes and Transition Pathways to Sustainable Trade, and 5) Joint policy lessons from MATS, Trade4SD and VCA4D.

Each session consisted of presentations and panel discussions, with 5-7 panelists. About sixty people registered and attended the on-site meeting, and more than 50 people registered for attending online.

The conference featured interviews with invited speakers and panel discussants, and all interview videos are available on the project website and MATS project YouTube channel (link here).

Web and social media outreach on the conference was distributed via Twitter and LinkedIn during the two-day conference, and more information about the conference is available on the MATS project webpage.

One of the key objectives of the MATS project is to develop analytical frameworks and tools that support the assessment of policy impact, especially in relation to trade dynamics. This concept is akin to a digital version of the butterfly effect, with policies being designed and implemented in the EU having impacts across the World, for several countries and value chains. Unraveling these intricate connections is the responsibility of Andrea Bassi, CEO of KnowlEdge (KE), with support from Alberto Menghi, a senior researcher at the Research Centre of Animal Production (CRPA) in Reggio Emilia, Italy. KE and CRPA are MATS project partners. 

This article focuses on dynamics pertaining the dairy sector. In the framework developed and applied by MATS, social and environmental sustainability are crucial components of the dairy value chain. While it is well-known that wages in developing countries are lower than in Europe, our interest lies in understanding the social effects of wage increases for dairy workers in an African country, and the effort required to increase labor and animal productivity as a way to offset the financial impact of higher labor costs. Specifically, on the social side, we aim to determine whether the additional income families receive each month can enhance their children’s education or improve their nutrition, thereby reducing the average mortality rate in that country and increasing labor productivity. In essence, over a medium to long-term analysis, our goal is to assess whether a small change—such as an extra $30 per month in salary—can lead to a significant, amplified outcome, like an increase in the number of graduates in that African country, while maintaining profitability for the sector.

Agricultural commodity exports are driving deforestation around the world, spurred by consumer demand and directed by enormous agribusiness and finance interests. New initiatives to address that problem are emerging, including the European Union Deforestation Regulation (EUDR), which will require due diligence by importing companies to ensure that covered goods brought into Europe are not products of deforestation and that they are legally produced according to domestic laws in the countries where they are grown. Due to pressure from trading partners, the EUDR could be delayed beyond 2025, but there is little doubt of its eventual implementation. The EUDR and similar proposals in other countries occur in a specific context created by past and current agriculture, trade and foreign assistance policies. While the deforestation proposals represent a fresh approach to a vexing set of problems, they can work at cross purposes with other policies.  

In “The imperative for coherence: Deforestation and trade policies in Peru, the U.S. and EU,” we look at how the goals of the EUDR intersect with Peru’s commitments in the bilateral and regional free trade agreements. Peru has the second largest expanse of lands in Amazon rainforests, after Brazil. Trade liberalization has spurred a massive increase in agricultural exports, as well as new pressures to lower environmental standards. A new Peruvian law passed earlier this year would open forested land to agricultural production, effectively circumventing the EUDR rules. Civil society groups are pushing back, including through a mechanism in the environment chapter in the existing trade agreement with the U.S.

The existing trade rules are intended to facilitate the free flow of goods and services across borders. They are not devised to balance the needs of local communities, the climate or biodiversity, and so, unsurprisingly, they have overwhelmingly benefitted the corporate interests they were designed to favor. The trade rules themselves must also change if there is any hope for a just transition for the climate and food systems.

Our partner SEATINI Uganda is organizing a hybrid multi-stakeholder engagement under the theme: “Saving the Goose that Lays the Golden Eggs: The Rocky Road to Comply with the EUDR.” This meeting is part of their efforts to commemorate this year’s International Coffee Day which will be celebrated on 1st October 2024.

The main objective of this dialogue is to provide stakeholders with a platform to deliberate and draw strategies on how to secure the livelihoods of smallholder coffee farmers amidst the fast-approaching EUDR deadline.

Joint Statement: Leveraging opportunities for better-informed and more sustainable agricultural trade policies through the use of systemic methods

We, MATS, Trade4SD, and IISD, are committed to working towards a more sustainable and equitable food system and recognize the vital role of agri-food trade in global food security and economic growth. However, we acknowledge the potential trade-offs existing between trade practices and the environmental, social, and economic dimensions of sustainable development. Therefore, we call for a strengthened approach to agri-food trade analysis that integrates sustainability considerations and contributes to a more holistic, evidence-based impact assessment of trade policies. This will ensure that trade contributes to achieving the UN Sustainable Development Goals (SDGs) and fosters a resilient and inclusive food system.

To enhance the available tools for agricultural trade policy analysis, we

acknowledge that sustainability of agricultural trade is intimately tied to the sustainability of domestic production, including social dimensions such as labor standards and salary; and environmental dimensions such as water availability, soil erosion, and greenhouse gas emissions;

highlight that agricultural trade policy analysis should be based on an integrated modeling approach that combines local evidence-based information and modeling techniques, accounting for the interconnectedness between local impacts and policy-making in different levels of trade governance;

urge that trade policies undergo rigorous ex-ante and ex-post sustainability impact assessment (SIAs) that consider context-specific economic, environmental, and social impacts by applying economic valuation of sustainability-related externalities;

call for a holistic approach in integrating trade and environmental policies with other supporting instruments such as project support, training, and guidelines to ensure that both environmental protection and international trade objectives are mutually reinforcing; and

underline that while environmental benefits are critical, costs that fall on low-income countries and threaten human rights, including the right to food and nutrition, are unacceptable, and therefore demand stronger consideration of socio-economic implications of trade policies.

By applying new techniques and insights to agricultural trade policy analysis, and beyond, we can more realistically assess the impact of trade policies on sustainable development, and hence, contribute to a more just and sustainable future for all.

Project Report: “Year Three of Russia’s Aggression – Production and Trade Risks for Global Food Security”

Today we publish the last report on the outcome of the project “Repairing Broken Food Trade Routes Ukraine – Africa” (the project has come to an end in December 2023) . This report covers:

  • Production and trade risks for global food security
  • Investment risks for Ukraine
  • Diversification and processing as partial solutions to the export problems
  • Importance of Ukraine’s victory for global food security

The role of the World Trade Institute (WTI) in the MATS project is to identify and explore “broken” Ukrainian-African food trade routes due to the Russian invasion of Ukraine. Starting with a food trade flow chart pre- and post-24 February 2022, it will assess, first, whether Ukrainian (or African) traders can again supply these products (Output 1). Failing that, whether the new EU-financed “Crisis Management” (or another) programme can possibly make up for lost Ukrainian agrifood exports (Output 2). It will also identify alternative exporters (if any) that might already have filled in agrifood demand in Africa (Output 3). Importantly, the Project also looks at the potential effect of these developments on competing farm production in Africa (Output 4).

COP28 UAE Declaration on Sustainable Agriculture, Resilient Food Systems, and Climate Action: nothing wrong – nothing new!

COP28 UAE Declaration on Sustainable Agriculture, Resilient Food Systems, and Climate Action: nothing wrong – nothing new!

This Declaration is clearly worded as “Intent”: (i) to work collaboratively and expeditiously, and (ii) to strengthen our respective and shared efforts.

I see nothing wrong with the ambitious list of actions – including by non-signatories. And the review dates offer a valuable roadmap to monitor and assess progress collectively (“review our collective progress next year at COP29 with a view to considering next steps in 2025 and beyond” and “before the convening of COP30”).

On the other hand, I see nothing new in this Declaration in terms of concrete policy commitments, references to harmful subsidies, or climate footprint-reduction targets. There are references to previously agreed texts, both UNFCCC and COPs, and in other fora. But compared with, say, the Sharm El Sheikh Joint Work on implementation of climate action in agriculture and food security decided at COP27, there is no visible progress here. Let alone an acknowledgement of the failure of the so far only attempt to define concrete measurements, measures, and policy reforms implementing the Paris Climate Agreement for agriculture (the so-called Koronivia Process cf. https://www.fao.org/koronivia/en/)

Agriculture remains in the domestic realm. International organisations such as FAO, UNFCCC or OECD are playing useful roles, and they have been doing for decades the kind of work in this COP28 UAE Declaration. But they continue being prevented from laying down binding standards such as Good Agricultural Practices. As for the WTO rules pertaining to agriculture, the maximum tariffs agreed, the export subsidy prohibitions and the (trade-distorting) domestic support limitations are certainly welcome features for a more reliable contribution of agrifood trade to global food security. But there still are no rules against environmental and social dumping, let alone to allow climate mitigation measures focusing on differentiation between products with different carbon contents, or on the specific climate needs of developing countries, both in line with the Paris Agreement commitments.

In short: NIL NOVI! Nothing in this Declaration obliges governments or non-state actors to reduce the climate footprint of agricultural production, agrifood processing, and trade.

Who will pick up the bill of global warming, and of farming when temperatures climb to 60 degrees Celsius?
